| Sao Tome and Principe's 2004 National Forum was both a unique experiment in participatory
democracy and a chance to educate Santomeans on the issue of
their country's anticipated oil revenues. The success
of the Forum illustrates the determination of Santomeans to
move beyond the closed-door politics too often associated with
oil economies.
A commitment to hold a National Forum was included in the
Memorandum of Understanding that ended STP's political crisis
of July 2003. Events called "National Forums" had been
held in 1997 and 1998, but these events were
not successful. In March 2004, President Fradique de
Menezes visited Columbia University for discussions of the
new legislation, governance institutions and public investments
needed in his country. At that time, Columbia faculty suggested
a design for more decentralized kind of forum, aimed at
simultaneously informing and consulting the public at large.
The idea was well received and led to the announcement by
President de Menezes of a
new forum
process in STP on April
27th.
Columbia University researchers traveled to Sao Tome and Principe
to assist with the Forum, which took place between June 16th
and July 12th, 2004. In a series of 56 public meetings
around the country, citizens were presented with a popular information bulletin (English) (Portuguese
version) explaining the oil
situation, and a questionnaire (English,
Portuguese)
eliciting their preferences for
public investment. The questionnaire results
were presented at a series of national-level meetings, providing
a foundation upon which citizen delegates and political leaders
could base their arguments.
In spite of many
political and logistical obstacles,
the Forum ended on Independence Day with hundreds of Santomeans
holding hands, delivering to lawmakers the results of an unprecedented
exercise in civic participation.

O
Forum Nacional - 2004 em São Tomé e Príncipe
foi tanto uma experiência única em democracia
participativa como também uma oportunidade de
instruir os santomenses sobre a questão dos recursos
petrolíferos do país. O sucesso do Forum
ilustra a determinação dos santomenses
em ultrapassar a "política de portas fechadas"
comumente associada com as economias do petróleo.
O
compromisso de realizar um Forum Nacional fez parte
do Memorando de Entendimento que pôs fim à
crise política de STP em julho de 2003. Eventos
denominados "Foruns Nacionais" foram realizados em 1997
e 1998,
mas não foram bem-sucedidos.
Em
março de 2004, o Presidente Fradique de Menezes
visitou a Universidade de Columbia e participou em discussões
sobre a nova legislação, as instituições
para governação e os investimentos públicos
necessários para seu país. Naquela data,
os professores da Columbia sugeriram
um desenho descentralizado para o forum, com o objectivo de simultaneamente informar e consultar o público em geral. A idéia foi bem recebida e no dia 27 de abril o Presidente Fradique de Menezes anunciou um novo processo para o forum em São Tomé e Príncipe.
Os
pesquisadores da Universidade de Columbia viajaram a
São Tomé e Príncipe para auxiliar
na implementação do Forum, que ocorreu
entre 16 de junho e 12 de julho de 2004. Em uma série
de 56 audiências públicas por todo o país,
os cidadãos receberam um boletim
de informação popular (inglês)
com explicações sobre a situação
do petróleo, e um questionário (inglês,
português) evocando suas preferências para investimentos públicos. Os resultados
do questionário foram apresentados em uma série
de encontros nacionais, proporcionando um alicerce sobre
o qual os delegados (representantes da população)
e os líderes políticos podem fundamentar
seus argumentos.
Apesar
de muitos obstáculos políticos e logísticos,
o Forum foi concluído no Dia da Independência
com centenas de santomenses dando-se as mãos,
e entregando aos legisladores os resultados de um exercício
de participação cívica sem precendente.
