"The Case for and Against Patents: Biosciences and Drugs"

Patents, as a key tool for protecting intellectual property rights, guarantee the profitability of innovation and therefore encourage research and development. At the same time they hamper economic competition and limit the diffusion of innovation, with potentially dire consequences for some economic sectors and for poorer countries. This seminar addressed the case of biosciences and drugs.
Claude Henry, of the École Polytechnique in Paris, is a leading economist and advisor to the French and European authorities. He also heads the advisory board of the Institut du Developpement Durable at des Relations Internationales in Paris. In 2003 he coauthored a report to President Jacques Chirac on "The Protection of Intellectual Property," which is available for download here. Please note that the document is in French and is very large (approximately 200 pages).
