Oil in the Gulf of Guinea: Opportunities and Challenges for Creating a Stable Base for Transparency in Sao Tome and Principe's Oil Sector

 

The Earth Institute and the Institute of African Studies invite you to join us as we welcome His Excellency Fradique de Menezes, President of the Democratic Republic of Sao Tome and Principe, to Columbia University on April 1st. 

President de Menezes' speech will be based on one given earlier this week in Washington, DC.  President de Menezes will address the important question of how Sao Tome and Principe can effectively manage the potential revenues of billions of barrels of recently discovered offshore oil.  The Earth Institute has been collaborating with the Sao Tomean government to develop strategies for managing oil revenues in a sustainable manner, and one which ensures political stability and economic development.  Further details on this advisory project are available at: http://www.earthinstitute.columbia.edu/cgsd/STP.

President Fradique de Menezes was sworn in as President of the Democratic Republic of Sao Tome and Principe on September 3rd, 2001.  Born in the village of Madalena on the island of Sao Tome in 1942, when it was still a colony of Portugal, he attended primary school in Sao Tome and later graduated from the Free University of Brussels.  After a successful career in the private sector, he returned to Sao Tome soon after its independence.  From 1983 to 1986 he served as Sao Tome and Principe's ambassador to the European Union, as well as to Belgium, France, the Netherlands, Germany, Italy, Finland, Sweden, Norway, and the various United Nations branches based in Europe.  He has also served as the Minister of Foreign Affairs and Minister of Development.
