Description:
There are two key questions to be addressed in this project:
1. In terms of state-wide scaling up of rural services (in Uttar Pradesh, Madhya Pradesh and Rajasthan) in the areas of access to safe drinking water, availability of power, primary health, and primary education, what will it cost financially and what will the human resource requirements be? Since these are very large states with high concentration of rural population, we are proposing to undertake an in-depth study of a district in Uttar Pradesh and Madhya Pradesh and two in Rajasthan. These are: Unnao in Uttar Pradesh; Raisen in Madhya Pradesh; and Jalore and Chittorgarh in Rajasthan. We would study two districts in Rajasthan so as to keep the desert conditions (Jalore) and tribal population (Chittorgarh) in view.
2. The second question to be addressed will be what policy, institutional and governance reforms will be necessary so as to ensure proper service delivery. As is well known, merely setting up more health clinics or primary schools isn't going to be enough; higher public investments in these areas needs to be accompanied by systemic reforms that will help overhaul the present service delivery system, including issues of control and oversight.
