The high cost of data collection, particularly the expense associated with collecting data on household income, impedes the expansion of impact evaluation projects carried out by NGO’s and private sector institutions. This research, a collaboration with UC Davis, applies insights from small area poverty estimation to develop an “Income Scorecard.” Data is collected on a reduced number of indicators to predict household income. We will apply the methodology to an impact evaluation of Walmart’s Chinese Direct Farm Program in fall 2012.
