Decades after the U.S. first recognized energy efficiency?s potential to reduce emissions, lower electricity bills, and improve grid reliability, a number of regulatory and practical hurdles continue to impede its implementation. This talk presents the preliminary results of a project examining the legal tools that State Public Utilities Commissions can use to overcome these hurdles, enabling energy efficiency to displace a sizeable portion of the need for new electricity generation.
